You should use the former one( 預訂).

When you decide  on something or to do something temporarily,  and the determination won't be changed If there are no special circumstances, you should use 预定. For example: Wedding is scheduled on a certain day.

預訂generally refers to reservations of the room, air tickets, tickets, conference rooms, hotel dining time and so on.

预订(預訂) as a verb means to reserve, book. It can also be a noun meaning a reservation.

例如:预订机票,预定房间。

预定(預定)means scheduled, planned.

例:飞机在预定的时间起飞。
