First of all, we say 不管三七二十一 more often than 管它三七二十一.

I think the origin can not really help you to understand the usage of this idiom, though.

战国时,苏秦主张合纵抗秦,张仪主张连横事秦。一次,苏秦到了齐国都城临淄,见到了齐宣王,进行游说抗秦。齐宣王谈到齐国的兵力不足时,苏秦说,都城临淄有七万户,我私自计算了一下,每户按3个男子服役,这就是三七二十一万兵,抗秦的兵源,用不着再往别处征兵,仅临淄一城,就足够了。   苏秦的这个算法,显然是不切合实际情况的,全城不可能达到每户都出3个男子当兵。即使男子,也不一定都能从军,因为还有老、幼、病、残在内。   后来,人们把“不管三七二十一”作为讥喻的贬义词来相传,并且在含意上有所扩展,成了不问是非情由,不分青红皂白,蛮干、愣头青的同义俗语而应用在社会生活方面了。
