It is [biang1].

The only use as far as I know is biang1 biang1 mian4 (xx面), a kind of noodle.

I don't think it is a currently used character. There are many obsolete characters in Chinese which are no more used in public and you can't type it on computer.

Just view it as a picture instead of as a character.
